Found this site and thought it was excellent for those who'd built their own water system for home use. Site has excellent instructions on building cisterns, outhouses, septic tanks, filters, well pumps, drilling wells, designing roof catchment systems for rain water and much more. Site and instructions seemed aimed at 3rd world relief agencies, and so make use of simple hand tools and equipment that you'd easily find at a local hardware store. http://www.lifewater.org/wfw/wfwindex.htm

I think an internet connection, particularly broadband, and a CD read/write drive is indespensible to anyone who wants to amass a cheap library. The discs are pretty tough, store nicely, and all that is needed is a working computer to pull the info off of them. One thing I've noticed, as I'm sure most people here have to...if you see something you like, download it quick! Sites close and change all the time, and the info you were in the middle of reading today could be gone tomorrow, particularly if it is not PC.
