Reminder: an amateur radio (FCC) license is required to use the radio on the amateur bands. Here is a link that tells all about amateur radio:

the UV-82 vhf/uhf radio (always use the "fulfilled by amazon" places to buy):
    http://www.amazon.com/gp/product/B00E4KLY34?psc=1&redirect=true&ref_=oh_aui_detailp age_o09_s00

    antenna (high gain):

I don't recommend the external microphone because it has only "one" push to talk switch, but that might not matter to your intended use (it might actually be a help):
    http://www.amazon.com/gp/product/B008RZ0EQ0?psc=1&redirect=true&ref_=oh_aui_detailp age_o05_s00

As you probably know, the UV-82 has a "two position" push-to-talk (PTT) switch that might drive non-technical people nuts.
The high side of the PTT transmits on the upper displayed frequency and the low side of the PTT transmits on the lower displayed frequency.

I understand that is one of the things "corrected" on the UV-82C (FCC certified) radio. I actually prefer the two position PTT on the UV-82.

Do you need a proprietary programming cable or can you use a knockoff?

    Proprietary $20 cable:

    Knockoff:

The comments say the knock off isn't compatable.
