what are user notes?

i noticed this on my profile page and i dont have access to it. i also notice some users have some and others dont.

Not really, it is just what it says it is. It is a manner where admins (and maybe mods) can make a note on a user for various reasons. You can read any and all notes on your account, plus any notes on other users that as set as public.

In some ways, maybe. They can also be used if for instance you want to make note of a website or something you need to do, you can add that note on your account, and then you can see that later, no matter what computer you are on. Basically like an electronic 'sticky note'.
