I figured it might have been set up by the BATFE as an entrapment, they do stuff like that all of the time. After they capture the ill-informed whom got caught up in their scams, they coerce the individual into doing things that are illegal (for a good cause don't you know) and continue their illegal operations of entrapment and get Informants to manufacture or lie about other peoples behavior.

Look what the scum ATFE did to Randy Weaver his wife Vicki little Sammy and family friend Kevin Harris.
