    Manually operated firearms are not covered by the Assault Weapon Ban.

    A bolt action rifle is obviously not semi-auto and can therefore never be an Assault Weapon. However, there is a ban on adding "non-sporting" features to imported weapons. If the rifle is US made, you're good. If foreign, you're violating 922(r).
